Concession to masturbate – potential medical problem

i have a question regarding masturbation, i am aware that it is haram in principle, however, would there be a concesion to a person who feels pain in his sexual organ due to the fact that he gets an erection but does not ejaculate, hence the blood that draws to the organ stays there and causes him pain, this pain appears to also cause mental discomfort, as the person cant focus on his tasks due to desire and pain.
