Dr. Mutlaq is a professor of Comparative Fiqh at the University of Kuwait as well as an Imam with the Kuwaiti Ministry of Religious Endowment. He received his Bachelor of Arts in Islamic law from the University of Kuwait (summa cum laude), his Master of Arts in Islamic law from Cairo University (summa cum laude), and his PhD from in Islamic Finance from Yarmouk University in Jordan. He studied with several scholars, from them are Sheikh Ibn Aqeel, Sheikh AbdAllah Ibn Salih Al-Fawzan, Sheikh Khalid Al-Mushayqih, Sheikh Sa’d Al-Shithry, Sheikh Mohammad Mukhtar Al-Shinqiti, Sheikh AbdAllah Al-Shinqiti, and others.
